"Cambridge University Press (Holdings), Ltd in Manila was set up in 2003 during the time when the Press was undergoing a paradigm shift of the way it should develop and maintain its internal IT systems. Offshore development was an option not undertaken lightly by a very conservative institution. It was an attempt to provide an overall direction on the way software should be acquired, developed and implemented in a cost-effective, controlled and rationalized manner. The Philippines did not fall short of the expectations of the UK Office. English speaking Filipinos impressed the best publisher of English academic and education books. Considering that Filipinos are not native English speakers, they were pleased with the ability to convey a message in a clear, concise and effective manner. The software development skills available in the Philippines were already a known quantity and do not need further explanation.  The flexibility of the manpower to work very late hours to discuss projects with colleagues in the US and the UK, and to complete projects on schedule is a plus and the dedication is truly admirable. Overseas assignment is never a problem. The western culture orientation is very helpful and made the working relationship easier than it was initially imagined. The attrition rate is very manageable and the availability of skilled developers has never been a problem.

To this day, we have never regretted the business decision we took nearly five years ago; off-shoring to the Philippines has given us more development staff at a reasonable cost allowing us to improve our business systems at a much faster rate. "
